Since joining Federal Practice Group in September 2015, Felicia Kiefer has supported various aspects of HUD’s multifamily preservation programs. Felicia handles all initial intake for the RAD program, including completing initial reviews for all applications, maintaining the applicant database, and answering questions from applicants regarding the application process. On the RAD2 side, Felicia provides technical support for the RAD Resource Desk, working closely with HUD staff to ensure the smooth transition to the new Second Component site. She has also served as a reviewer for dozens of Mod Rehab transactions, and has helped move them toward Recap approval. Felicia’s experience with both RAD 1 and 2 gives her a unique perspective in Federal Practice Group’s work with the Office of Recapitalization.

Prior to joining Federal Practice Group, Felicia interned for Enterprise Community Partners on their Policy Development and Research team. There, she conducted a comprehensive review of all state Qualified Allocation Plans, published in the report, Giving Due Credit: Balancing Priorities in State Low-Income Housing Tax Credit Allocation Policies. She also handled the marketing, media, and writing for the daily company newsletter on current events. Prior to Enterprise, she worked for Delta Development Group, a consulting firm that worked with multiple public, private, and non-profit clients on applications for various government-funded programs.
